Board of Trustees

The Appraisal Foundation is directed by a Board of Trustees (BOT) that is responsible for the day-to-day operations of the organization. The BOT appoints members and provides financial support and oversight to three independent Boards: the Appraisal Practices Board, the Appraiser Qualifications Board, and the Appraisal Standards Board.

Appraisal Practices
Board 

The Appraisal Practices Board (APB) is charged with identifying and issuing guidance on recognized valuation methods and techniques (which may apply to all appraisal disciplines) in the form of Valuation Advisories.

On January 26, 2017 The Board of Trustees (BOT) of The Appraisal Foundation voted to temporarily suspend the activities of the APB, citing the desire to examine the current needs of appraiser professionals related to guidance on recognized valuation methods and techniques.

At that time, Chair of the BOT, Tom Boyer, stated, “The actions taken give the BOT time to fully analyze the financial impact of developing advisories and to better understand the effect of these advisories on the profession. This vote should not be misconstrued as a negative reflection on the work of the many Board members and subject matter experts who have contributed to the APB since its inception in 2010, for each has given of their time and talents for the betterment of the profession, and we are very grateful for them."

In the coming months, Foundation trustees and staff will conduct outreach activities to solicit feedback about valuation advisories from appraisers, users of appraisal services, regulators, and other stakeholders.  The Foundation will consider the need for this information, the mechanism for delivery as well as advances in technology made since the time the Board was composed in 2010.

Appraiser Qualifications Board

 Under the provisions of Title XI of the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), the Appraiser Qualifications Board (AQB) establishes the Real Property Appraiser Qualification Criteria (Criteria), or the minimum education, experience, and examination requirements for real property appraisers to obtain a state certification. Twice a year, the AQB issues Q&As on the Criteria to be used as guidance for state regulatory agencies and the public.  The AQB issues Exposure Drafts on proposed changes to the Criteria and obtains feedback at public meetings throughout the year in various regions of the country.

The AQB also establishes Personal Property Appraiser Qualification Criteria, or the minimum education, experience, and examination requirements for sponsoring membership organizations of The Appraisal Foundation who confer personal property designations. In addition, the AQB performs a number of ancillary duties related to real property and personal property appraiser qualifications.

The AQB is composed of five to nine members who are appointed by the BOT and may serve up to eight years.  Activities of the Board are directed by the Chair, who is appointed by the BOT for a one-year term.

Appraisal Standards Board

The ASB is composed of five to nine members who are appointed by the BOT and may serve up to eight years. Activities of the Board are directed by the Chair, who is appointed by the BOT for a one-year term.
