Overview
In 1989, Congress passed the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), which included Title XI. FIRREA established a real estate appraiser regulatory system involving the federal government, the states, and The Appraisal Foundation® (the Foundation).
The Appraisal Subcommittee (ASC) of the Federal Financial Institutions Examination Council (FFIEC) monitors and reviews the work of the Foundation. The ASC also maintains oversight authority over the states to ensure the minimum qualifying criteria to license and certify real estate appraisers are implemented and that appraisers are held to a professional set of ethical standards.
The Foundation’s Appraiser Qualifications Board (AQB) sets the minimum Real Property Appraiser Qualification Criteria (Criteria) and the Appraisal Standards Board (ASB) develops the generally accepted standards of practice for the appraisal profession, the Uniform Standards of Professional Appraisal Practice (USPAP®).
A Partnership for Over 35 Years
For more than 35 years, the Foundation has worked closely with federal and state agencies to strengthen the American appraiser regulatory system.
This three-tier structure—involving federal oversight, state licensing, and independent standards—is designed to serve the public good.
State Appraiser Regulatory Agencies
Each US state or territory has a State Appraiser Regulatory Agency that is responsible for certifying and licensing real estate appraisers and supervising their appraisal-related activities, as required by federal law.

The Appraisal Subcommittee
The Appraisal Subcommittee's (ASC) mission is to:
- Provide federal oversight of state appraisers and the Appraisal Management Company (AMC) regulatory programs
- Monitor framework for the Foundation and Federal Financial Institutions Regulatory Agencies to protect federal, financial, and public policy interests in real estate appraisals utilized in federally-related transactions

National Registry of the Appraisal Subcommittee
The ASC's National Registry is a searchable database with information about the state licensed and certified real estate appraisers.
The National Registry contains information about appraisers who:
- Currently are, or have been, certified or licensed by a state or territory
- Perform appraisals in connection with federally-related real estate transactions
It does not contain information on all appraisers.
Only state-certified or licensed appraisers who are listed on this National Registry are authorized under Federal law to perform appraisals in connection with federally-related transactions.
Expiration dates on actual certificates or licensing documents may differ from expiration dates listed in the National Registry. National Registry expiration dates specifically relate to the legal authority of certified or licensed appraisers to perform appraisals in connection with federally-related transactions.
