The Appraiser Qualifications Board (AQB; the Board) is issuing this Second Exposure Draft to invite public comment on proposed changes to the Real Property Appraiser Qualification Criteria (Criteria). The proposals are the product of a multi-year reassessment of the Criteria, informed by the 2025 National Job Analysis; structured deliberation with decision science consultants; an extensive review of public comments from prior exposure drafts and concept papers; and direct engagement with State Appraiser Regulatory Agencies, users of appraisal services, fair housing experts, educators, federal agencies, appraisers, and appraisal organizations.

Taken together, the proposals would:

  • Open additional paths into the profession;
  • Remove requirements that are not tied to practice readiness;
  • Clarify provisions that have produced confusion in practice; and
  • Preserve the core requirements the Criteria is designed to verify.

The proposals do not lower the bar the appraiser credential signifies. They do, however, streamline the path to entry into the profession by eliminating requirements that do not contribute to an applicant’s readiness.

The AQB invites all interested parties to review these proposed changes and provide the AQB with their written comments. The Board values detailed feedback and encourages commenters to reference specific sections of the draft when possible. Public comments will inform the AQB’s decisions in preparing the next version of the Criteria.
